CORONAVIRUS TASKFORCE UP-DATE - SOS dotation - 6 May 2020, 6 pm

Ministry of Labour, Social Affairs and Family of the Slovak Republic extended range of applicants for state aid for those, who for various reasons, are not entitled to a contribution from the "First Aid" project. New SOS dotation shall be assigned to those who were working before coronavirus outbreak, had income from entrepreneurial activity or performed other self-employment activity and now are without any income. Conditions and form for application are published on following websites: www.pomahameludom.sk and www.neprepustaj.sk.

Entitled applicants

Entitled applicants for SOS dotation are natural persons, who: 

a) are not performing an activity, which gives a rise to an income from dependent activity, from entrepreneurial activity or other self-employed activity due to the crisis situation,

b) were performing this activity before announcement of crisis situation (12 March 2020), and 

c) do not have any income that is subject of income tax of natural persons. 

Entitled applicants are not natural persons who are:

a) receiving retirement pension, early retirement pension, disability pension, sick pay, unemployment benefit, pension for workers in some professions, disability pension for workers in some professions, sickness insurance benefits or is receiving similar benefits from abroad, 

b) receiving benefit in material need, parental contribution or other contribution for care provision.

The SOS dotation cannot be granted these natural persons.

SOS dotation cannot be granted to applicants who applied for state aid contribution in project “First aid”.

Therefore, in practice, eligible applicants are, e.g.: 

  • natural persons working on basis of one of the agreements on work performed outside the employment relationship, 
  • shareholders, managing directors of limited liability company, limited partners in a limited partnership, members of cooperative, liquidators, proxies, forced administrators having income from this activity before 13 March 2020 and are not having any income from this activity after 13 March 2020,
  • other persons, who cannot apply for contribution from the project “First aid” and fulfils conditions for provision of the SOS dotation.

Conditions for contribution of SOS dotation

Entitled applicant have to fulfil following conditions to receive the SOS dotation:

  1. being a natural person, who due to crisis situation is not performing activity giving rise to an income for dependent activity, entrepreneurial activity or other self-employment activity and was performing such activity before announcement of crisis situation and does not have any income being subject of income tax of natural persons,
  2. is not receiving retirement pension, early retirement pension, disability pension, sick pay, unemployment benefit, pension for workers in some professions, disability pension for workers in some professions, sickness insurance benefits or is receiving similar benefits from abroad.
  3. is not receiving benefit in material need, parental contribution or other contribution for care provision.  
  4. is not applying for financial contribution in the project for support for employment preservation including work places, where self-employment activity is performed or operated and for support to keep employment in connection to announcement of an extraordinary situation, a state of emergency or a state of crisis and elimination of its consequences, 
  5. meets conditions pursuant to the Section 8a of the Act no. 523/2004 Coll. on budgetary rules in public administration as amended, i.e.

a) settled all financial relations with state budget, 

b) does not have any decision being enforced against him.

Fulfilment of abovementioned conditions shall be proven by a declaration, which is part of the application. 

Facts declared honestly by the applicant may be the subject of follow-up inspections.

By confirming correctness and verity of submitted data in the application, the applicant shall be aware of consequences due to false declaration of the abovementioned facts, including criminal consequences (Section 221 Fraud, Section 255 Subsidy Fraud, and Section 261 Damage to the Financial Interests of the European Union pursuant to the Penal Code No. 300/2005 Coll. as amended)

Amount of SOS dotation

Flat-rate sum of SOS dotation shall be provided to the applicant in the amount of

  • EUR 105 for March 2020, and 
  • EUR 210 for April 2020 until the end of crisis situation, if social-economic situation of applicant does not change.

Dotation shall be provided for every month, in which conditions are fulfilled, even if those conditions are fulfilled only for the part of the month, but at least for 15 calendar days (or 10 days in March). 

Filing an application – procedure

The application shall be submitted to the Ministry of Labour, Social affairs and Family of the Slovak republic. The application needs to be filled and signed

The application shall be submitted by:

a) post to the address:

b) exceptionally in person to the filing office of the Ministry.

Application for

  • March 2020 (if conditions for provision of dotation were fulfilled from 12 March 2020, or later, but they were fulfilled for at least 10 calendar days) and 
  • April 2020 (if conditions were fulfilled from 1 April 2020, or later, but at least for 15 calendar days)

must be submitted until 15 May 2020.

If the applicant does not announce change of circumstances until 20 May, meaning that the applicant is again performing the activity giving rise to an income, the Ministry considers that the right to the contribution continues for the month of May and will pay the contribution by the 15th day of the following month.

Notification of approval or disapproval for SOS dotation will be published on the website of the Ministry.
